A reading strategy is a plan of action or policy designed to achieve a major or overall aim.  
Assessment data + CCCS (NJSLS) should give aims... then use a proven strategy.​

Differentiation is when you tweak the aim or literacy activity for a single  or group of students.  Using task analysis is helpful when looking at ways to differentiate.  For example, you could have four differentiated groups in a classroom of 20.
